Match Each Auto-Bidding Strategy to the Right Goal

"Match each auto-bidding strategy to the right campaign goal" is a question format from the Google Ads certifications, and it is also the decision every B2B advertiser makes when setting up a campaign. Pick a strategy that optimizes for the wrong thing and Google will very efficiently deliver results you did not want, such as cheap clicks from people who never request a demo.

Short answer, using Google's own goal mapping: for conversions (leads, sign-ups) use Target CPA or Maximize Conversions; for conversion value (revenue, profit) use Target ROAS or Maximize Conversion Value; for website traffic use Maximize Clicks; for visibility on the search results page use Target Impression Share; for brand awareness on display or video use viewable CPM (vCPM). Google's help article starts from the same principle: "Depending on which networks your campaign is targeting, and whether you want to focus on getting clicks, impressions, conversions, or views you can determine which strategy is best for you." Target CPA, Target ROAS, Maximize Conversions and Maximize Conversion Value are the four Smart Bidding strategies, which Google defines as bidding that uses "Google AI to optimize for conversions or conversion value in every auction" (About Smart Bidding). Note the label change Google announced for June 2026: "Maximize conversions with a Target CPA" becomes "Target CPA" and the ROAS equivalent becomes "Target ROAS", with the same bidding behavior.

The B2B Problem: What Counts as a Conversion

Smart Bidding only knows what you tell it. Google's note is blunt: make sure "the conversion actions you want to optimize for are set as 'Primary'." In B2B this is where most bidding goes wrong.

  • If newsletter signups and demo requests are both primary, Target CPA will find the cheapest conversions, which are usually newsletter signups.
  • If only closed deals are tracked, there are too few conversions for the algorithm to learn from. Google notes some strategies "rely on a minimum volume of historical conversion data".
  • If the demo form fires a conversion on page load instead of on submit, the algorithm optimizes for page views of the form.

A workable middle ground for many B2B accounts: make the demo or contact request the primary action, import qualified-lead or opportunity stages from the CRM as conversion value, and move to a value-based strategy once enough of those values come back. Our guide to connecting website data to your CRM covers the plumbing.

The Landing Page Sets the Ceiling

A bid strategy decides how much to pay for a click. The landing page decides how many of those clicks become conversions. If your page converts at 2% and your Target CPA is set as if it converts at 5%, the strategy will throttle spend because it cannot find enough conversions at that price. Raising the conversion rate is often the fastest way to make a Target CPA campaign spend its budget.

That is why we treat bid strategy and landing page work as one project. Start with the page changes in our guide to B2B landing page optimization, then set the target from the conversion rate you actually measure.

Worked B2B Example (Illustrative)

Illustrative numbers: a B2B software company runs three campaigns.

  1. Brand search: goal is to own the top of the results page for its name. Strategy: Target Impression Share at absolute top. Cost per click stays low because the ads are highly relevant.
  2. Category search ("sales forecasting software"): goal is demo requests. The account has about 40 demo requests a month across campaigns. Strategy: Maximize Conversions first, to learn what a demo costs; after a month, switch to Target CPA set near the observed cost.
  3. Remarketing on display: goal is to bring evaluators back to the pricing page. Strategy: Maximize Clicks with a maximum CPC cap during a short launch period, then Target CPA once remarketing conversions accumulate.

Each campaign optimizes for one thing, and none of them is asked to do a job its strategy cannot measure.

Checklist Before You Switch Strategies

  • Primary conversion actions reflect real pipeline, not micro-actions.
  • Conversion tracking fires on submit and is deduplicated.
  • The landing page conversion rate is measured, not assumed. The A/B test calculator helps you size page tests before changing targets.
  • You are not changing the strategy and the landing page in the same week, or you will not know which change moved results.
  • If you forecast the change, remember that Performance Planner requires no bid strategy change in the last 10 days. See what Performance Planner does.

Frequently Asked Questions

Which auto-bidding strategy matches a goal of more leads?

Target CPA if you have a cost per lead you want to hit, or Maximize Conversions if you want as many leads as possible within your budget. Both need lead events set as primary conversion actions.

Which bidding strategy is best for website traffic?

Maximize Clicks, which Google describes as the simplest way to bid for clicks within a daily budget. Target CPC is the option when you want to hold a specific cost per click.

Which bidding strategy fits brand awareness?

For visibility on Search results, Target Impression Share. For awareness on display or video, viewable CPM (vCPM), which pays for viewable impressions. To see how far a budget goes at a given rate, use our CPM calculator.

What is the difference between Target ROAS and Maximize Conversion Value?

Both optimize for conversion value. Target ROAS aims at a specific return on ad spend, while Maximize Conversion Value spends the full budget to get the most value it can. Before setting a target, work out your break-even point with a ROAS calculator.
